To brzmi poważnie. Bardzo poważnie.

English translation

How much does Poland’s debt really cost? Business Insider writes that in 2027 almost one in every six złoty collected in taxes may go towards servicing debt. That sounds serious. Very serious.

Ministerstwo Finansów szacuje koszty obsługi długu na około 90 mld zł w 2026 roku i 107 mld zł w 2027 roku. W relacji do wpływów podatkowych budżetu centralnego daje to odpowiednio 14,4 i 15,4 proc.

English translation

The Ministry of Finance estimates debt-servicing costs at around 90 billion złoty in 2026 and 107 billion in 2027\. Compared with central-government tax revenue, that works out at 14.4 and 15.4 percent respectively.

Ale potem zaczynam szukać porównań. I robi się ciekawie.

English translation

But then I start looking for comparisons. And things become interesting.

| Kraj | Odsetki jako część dochodów |
| -------- | --------------------------- |
| Norwegia | \~1,1% |
| Niemcy | \~2–3% |
| Francja | \~4% |
| Polska | \~5–9% |
| Japonia | \~8% |
| USA | \~20% |
| Brazylia | \~30% |
| Indie | \~40% |

Polska 5–9 procent? Przed chwilą było 15,4 procent. Gdzie zniknęła prawie połowa rachunku?

English translation

Wait a moment. Poland at 5–9 percent? A moment ago it was 15.4 percent. Where did almost half the bill disappear?

Nigdzie. Zmienił się mianownik.

English translation

Nowhere. The denominator changed.

Business Insider bierze koszty długu i dzieli je przez wpływy podatkowe budżetu centralnego. To daje około 15 procent.

English translation

Business Insider takes debt-servicing costs and divides them by the tax revenue of the central government. That produces roughly 15 percent. But if we look at the entire public sector — central government, local authorities, other revenue and, in some calculations, EU transfers — the pool of money becomes much larger. The same interest bill can then represent 8 or 9 percent.

English translation

Germany is an even better example. Broad statistics can show a very low interest burden. But if we look only at the federal budget, debt-servicing costs can appear many times larger. Debt is concentrated in one place, while tax revenue is distributed among the federal government, the Länder and local authorities.

Z Polską jest podobnie. Część PIT i CIT trafia do samorządów. Polska dostaje także duże transfery z Unii Europejskiej. Jeśli wszystko to doliczymy do dochodów publicznych, odsetki wyglądają mniej groźnie. Jeśli tego nie doliczymy — wyglądają dużo gorzej.

English translation

Poland is similar. Part of personal and corporate income tax goes to local governments. Poland also receives large transfers from the European Union. Include all of that as public revenue and the interest burden looks smaller. Exclude it and the picture looks considerably worse.

Który sposób jest uczciwszy? Chyba zależy od pytania. Jeśli chcemy wiedzieć, ile koszt długu zabiera z centralnego budżetu państwa, liczba 15 procent ma sens. Jeśli pytamy o możliwości całego polskiego sektora publicznego, szersza liczba jest bardziej użyteczna.

English translation

Which method is more honest? It probably depends on the question. If we want to know how much debt costs consume from the central state budget, the 15 percent figure makes sense. If we are asking about the resources of the entire Polish public sector, the broader figure is more useful.

English translation

I find EU funds particularly interesting. They are, of course, real revenue. But should I treat them in exactly the same way as taxes when asking whether debt is safe over the next twenty years? What happens if those transfers fall substantially one day? How easy would it then be to reduce the debt?

English translation

There is another element. In recent years Poland has financed part of its spending through funds and institutions outside the ordinary state budget, including BGK and PFR. To me, that is even more interesting. If debt can be moved between different drawers, it becomes even more important to ask what a particular statistic is actually measuring.

Właściwa odpowiedź brzmi raczej: pokaż mi licznik, pokaż mi mianownik, a potem porozmawiamy.

English translation

And that is why I no longer know whether the correct answer is “one złoty in six” or “one in twelve”. The better answer is probably: show me the numerator, show me the denominator, and then we can talk.

English translation

One thing does not change, however. The cost of Polish debt is rising. If deficits remain high and refinancing becomes more expensive, part of future tax revenue will already be reserved for interest payments.

English translation

And then another question appears. What do governments do when debt becomes genuinely uncomfortable? They raise taxes, cut spending, grow faster than the debt — or allow inflation gradually to reduce the real value of their obligations.

English translation

I am not claiming that this is what will happen in Poland. But when many countries simultaneously have high debt and rising servicing costs, it is worth remembering that cash is not a risk-free asset either.

English translation

Perhaps it therefore makes sense to keep part of one’s savings in something that cannot be created with a single click. Gold? Shares? Property? Bitcoin? Every one of them carries its own risks. But protecting yourself against inflation does not seem like the worst idea in the world.
